Use of Operational Readiness and Testing (ORAT) for Airport Projects

Operational Readiness and Testing (ORAT) is a process for seamlessly managing the transfer of a new or substantially upgraded facility from its construction stage to active live operation. ORAT incorporates an airport’s safety management systems and construction safety and phasing plan processes into a framework that encompasses stakeholder engagement, quality control and assurance inspection and testing activities, commissioning, training, and regulatory and certification requirements. Airports across the country are investing billions of dollars in facility development and need guidelines to help incorporate ORAT into their construction processes. The objective of this research is to provide airports with an overview of ORAT processes and lessons learned, as well as a guide and tools to help airports incorporate ORAT into their facility projects.
