Implementing A Proposed Macro-Level Safety Planning Analysis Chapter for the Highway Safety Manual
The Highway Safety Manual (HSM) procedures provide robust methods for conducting site-specific safety analyses known as micro-level analyses. Macro-level analysis procedures can be used to incorporate safety prediction into area-wide, long-range transportation system planning, programming, and policy development. The idea of predicting crashes within a given area, such as census tracts or traffic analysis zones (TAZs), allows agencies to identify safety concerns that may not be apparent by examining crash patterns at an intersection or segment scale. This could potentially allow planners to address safety concerns prior to their full materialization. The objectives of NCHRP 17-81, Proposed Macro-Level Safety Planning Analysis Chapter for the Highway Safety Manual, were to develop validated and demonstrated quantitative macro-level safety prediction models. This included a quantitative safety planning chapter for the AASHTO HSM intended for use by transportation practitioners at all levels. The 17-81 report documented State- and MPO-level models using data from 3 MPOs (Richmond, VA, St. Louis, MO, and Chicago, IL) and 2 States (Illinois and Utah). This proposed implementation project would conduct six activities to expand the information available to agencies contemplating using the 17-81 models or in earlier stages of looking for ways to incorporate safety into planning-level decisions: Project kickoff workshop, Data compilation and integration, Data review workshop, Model implementation, Peer exchange workshop, and Final report.
