The objectives of this study are as follows: complete a literature review on hot-mix asphalt (HMA) acceptable limit parameters and ranges; determine the significance of incentivized, compliant (100% pay) and noncompliant (disincentivized) mixes on field performance and relate these to the corresponding incentives and disincentives; and recommend a framework for Illinois Department of Transportation (IDOT) to monitor field performance of HMA sublots.
