Update Model Plans Desk Reference 

This project will update a 10 year old Desk Reference that illustrates how Transportation Systems Management and Operations (TSMO) could be reflected in Long Range MPO plans. The updated reference would leverage work on Transportation Performance Management (TPM), travel time reliability, connected and autonomous vehicles (CAV), etc.
