USAGE-Hwy 1.2 for Highway Policy Analysis

The USAGE-Hwy model enables FHWA to understand the macroeconomic impacts of highway investments in U.S. over 30 years, as measured in GDP, productivity and employment. The model was specifically built to represent national economic structure, while incorporating highway specific outputs from FHWA's engineering-economic HERS model scenarios. The model can evaluate a range of highway investment policy options, including the level and timing of investments, and funding strategies under different economic conditions. The USAGE-Hwy model is a customized general equilibrium model allowing feedbacks from other parts of economy, and hence provides a complete picture of dynamic impacts of highway policies across the whole economy. In addition to utilizing the model for policy analyses, this activity will develop USAGE-Hwy v1.2 to enable distinct analyses of rural and urban areas as well as keep the model up to date with overall evolution in the U.S. economy.
