Analysis of Bike and Pedestrian Crashes and Their Contributing Factors in Idaho
The Idaho Transportation Department (ITD) considers vulnerable roadway users to include pedestrians and bicyclists, motorcyclists, and mature and young drivers. Among these, people who walk and bicycle comprise approximately 9% of road fatalities in Idaho. Idaho experienced an increase in the fatality and serious injury rate for vulnerable roadway users during the most recent 2-year period. This increase requires that the next State Highway Safety Plan (SHSP) must include strategies to address the increase in those rates. To meet this requirement, the Idaho Transportation Department will conduct a study to analyze available crash data to adopt a crash typing methodology and use the information to select countermeasures, focus resources, and develop a systemic analytical approach for identifying and prioritizing locations for safety improvements and enforcement initiatives. The objectives of this project are: (1) gather information about best practices and available tools and methods for pedestrian and bicycle crash typing and analysis, and approaches used by other State DOTs and local transportation organizations; (2) compile and analyze 10 years of bicycle and pedestrian crash report data and other data to characterize surrounding and adjacent roadway, identify trends and summarize contributing factors; (3) develop a geodatabase and bicycle/pedestrian crash mapping utility; and (4) use crash typing and mapping analysis to identify priority locations and recommend countermeasures for mitigating hazards to bicyclists and pedestrians.
