NCHRP Implementation Support Program. UAS Flight Proficiency Certification Pilot Program for State DOTs

Unmanned Aerial Systems (UAS) have been used to support a wide range of state DOT activities, including surveying, inspection, construction, and emergency management. Most state DOTs operate under CFR 14 Part 107 rules (Part 107), which require pilots to pass a knowledge exam. The exam is knowledge-based and does not include a practical flight skills component. Not verifying flight proficiency represents a significant barrier and source of liability for states wishing to use drones. This pilot project will implement a data-driven minimum flight proficiency certification to complement the Part 107 knowledge exam, and will produce a step-by-step guide for states to implement their own certification program. The pilot will use a flight exam protocol and scoring benchmark developed by Clemson University, and draw upon various related NCHRP research results, such as NCHRP Synthesis 560: Practice for Construction-Ready Digital Terrain Models, NCHRP Report 963: A Pandemic Playbook for Transportation Agencies, NCHRP Report 924: Foreseeing the Impact of Transformational Technologies on Land Use and Transportation, NCHRP Report 831: Civil Integrated Management (CIM) for Departments of Transportation, and NCHRP 20-68A, 17-01: Successful Approaches for the Use of Unmanned Aerial System by Surface Transportation Agencies.
