TSPLOST Forecast: Improving Forecast Strategy and Managing Revenue Volatility
This proposed research focuses on three areas of improvement. First, this research seeks to improve understanding of the economic and demographic factors that influence the sales tax receipts generated in each of the four Transportation Special Purpose Local Option Sales Tax (TSPLOST) regions in Georgia. As the second part of this research, the research will test different forecasting models and techniques to determine the most accurate forecasts against historical data. The third part of the research will identify best practices and approaches used in other agencies and/or in other states to mitigate the effects of volatile funding on project schedules.
