Best Practices for Update of the WSF Origin & Destination (O&D) Survey/Study

Washington State Ferries (WSF) needs to conduct an Origin & Destination (O & D) Survey, which will help the agency understand where customers are accessing ferry service, where is their intended destination, how they are accessing the terminal (i.e. driving, walking, etc.), and what their trip purpose is, among other things. The most recent survey and analysis of customer O&D was conducted in 2013 and it is no longer reliable for assessing travel patterns, market demand or analysis of equity impacts. A survey and study of this magnitude is costly and time- consuming, therefore a pre-study to form a methodology and gather data would be a valuable first step. Establish current best practices for regional origin and destination studies, including data sources, techniques, and methodology, for WSF use in the update to its 2013 O&D survey. The goal would be to have a better idea of the demographics of WSF’s customers, as well as their mobility needs.
