Active Transportation Counts from Existing On-street Signal and Detection Infrastructure

The primary research objectives for this project are as follows: Explore the feasibility of collecting pedestrian data from existing on-street infrastructure (such as pedestrian pushbuttons) at a large scale. Develop adjustment factors to convert pedestrian data collected from existing on-street infrastructure to actual pedestrian counts. Determine the transferability of the methods developed to convert infrastructure data to estimated pedestrian counts and the efforts needed to apply these methods statewide. Develop a workflow to integrate pedestrian traffic counts from existing infrastructure into ODOT’s enterprise traffic data system. Pedestrian pushbutton actuations only provide a general level of pedestrian activity (the number of the times the button was activated) and do not provide pedestrian counts, but adjustment factors could provide estimated pedestrian counts. Such counts would be useful for traffic monitoring, as measures of exposure for systemic safety analysis, to help prioritize active transportation projects, etc. The method proposed in this study has the potential to provide pedestrian volume information at a number of signalized intersections using existing infrastructure data, which can be used in safety analyses. This research is timely as ODOT is creating its bicycle and pedestrian performance measures and data implementation framework, which will include a recommended structure for a pedestrian and bicycle count program. The outputs from this research can help inform the program. Additionally, pedestrian volumes can also be used to inform new key performance measures that are reported to the Oregon Transportation Commission.
