Transit Capacity and Quality of Service Manual, 4th Edition

The objective of this research is to develop the Transit Capacity and Quality of Service Manual (TCQSM), Fourth Edition, that reflects the latest transit capacity and quality of service research and applications. This research project should include a detailed review of transit capacity and quality of service research and applications and identify elements of TCQSM, Third Edition, that are no longer relevant. In addition, the research to develop the TCQSM, Fourth Edition, should do the following: (1) Identify gaps and opportunities to improve the usefulness of the current TCQSM, considering the diversity of TCQSM users and stakeholders (e.g., transit agencies, consultants, academics, regional planning agencies, FTA). (2) Address equity, including Title VI impacts, as it pertains to transit capacity and quality of service. (3) Reflect the lessons learned from the COVID-19 pandemic on transit capacity and quality of service. (4) Propose and prioritize small research efforts feasible within the project’s budget to fill the gaps in the TCQSM, and develop research problem statements for the remaining gaps. (5) Develop a plan to (1) improve dissemination, (2) expand awareness and use, and (3) provide feedback on the TCQSM, Fourth edition.
