Infrastructure Protection and Rehabilitation Response to High Lake Levels

Great Lakes and inland water levels are rising. Record Lake Michigan and Huron highs were set in January of 2020, after a record low in 2013. Wet seasons have filled the lake basins. Embankment erosion, high water tables, stream outlet tailwater changes, and other impacts have affected infrastructure throughout the system. MDOT would like to address the impacts of high Great Lakes’ and inland water levels and rehabilitate or protect infrastructure. While climate assessments have been done, this research would focus on asset impact, risk assessment, and response projects necessary to address these issues. MDOT recently completed a vulnerability assessment project that should be a good starting point for planning. MDOT wants to understand needed improvements for currently impacted roads, bridges, and culverts, including the long-term impacts of sustained inundation and saturation of subbase or other components, that may need repair after water levels subside. Additionally, benefit and cost assessments should consider that areas of higher traffic are of higher risk. The scope of this study should be limited to impacted area from high lake levels along the great lakes and the margins impacted inland.
