Freight and Environmental Policy Case Studies & Videos
In this project, California State University, Long Beach (CSULB) will develop a series of case studies designed to evaluate the impacts of freight-related environmental policies. Building upon earlier METRANS policy evaluations of port-related strategies to reduce congestion, these case studies will assess the potential benefits of programs such as the Southern California Intermodal Gateway (SCIG), and analyze the institutional challenges to program implementation. Three case studies have been conducted as of Summer 2020: Case 1: Southern California Intermodal Gateway (SCIG) Case 2: Vessel Speed Reduction (VSR) Case 3: Clean Trucks Program (CTP) A final report will summarize the findings, which will provide context for the NCST's broader research agenda on sustainable freight. In conjunction with the CSULB College of Professional and International Education's (CPIE) Advanced Media Production (AMP) Center, the NCST CSULB team will then produce brief videos to accompany the case studies research. The videos will be publicly accessible and developed for undergraduate and graduate students in multiple disciplines, as well as for incumbent workers and potential new hires in professional development courses at CPIE. The intended outcome is for students to learn case study methodology in researching policy development, implementation, and evaluation, thus providing additional tools for project analysis.
