Public Engagement Practices During the COVID-19 Pandemic and Other Disruptive Events

Using surveys of state, regional and local governments and organizations, and consultations with selected experts, this project will explore the best practices used by other agencies that are creatively meeting the current challenges presented by COVID-19, periods of social unrest and other disruptive events that adversely impact an agency's ability to communicate with its public stakeholders. These best practices should be designed to ensure engagement with all members of the public, including low-income and minority populations, and acknowledge the need to bridge the digital divide. The successful public engagement efforts employed by these agencies will inform development of a suite of public engagement tools and practices to meet the current need and prepare MnDOT and other state, regional and local agencies in Minnesota for future disruptive events.
