Leveraging Technology to Support NHTSA Safety Planning

State Highway Safety Offices (SHSOs) are required to develop annual highway safety plans. The SHSOs rely on the National Highway Traffic Safety Administration's (NHTSA’s) "Countermeasures that Work" (CMTW) in the development of their annual plans. CMTW describes the major strategies and countermeasures in ten problems areas: Alcohol- and Drug-Impaired Driving, Seat Belts and Child Restraints, Speeding and Speed Management, Distracted Driving, Motorcycle Safety, Young Drivers, Older Drivers, Pedestrian Safety, Bicycle Safety, and Drowsy Driving. While NHTSA and SHSOs value the CMTW as a useful resource, this project will improve stakeholders’ ability to locate, access, and manage specific information relevant to their safety planning. NHTSA has tasked the Volpe Center to support the development of solutions to allow for easy access and management of the CMTW by leveraging existing technology and functionality from other similar platforms such as the Federal Motor Carrier Safety Administration’s Safety Planner. The project uses a two-phased development approach. The first phase will pilot two chapters and corresponding appendices in the document management tool. The second phase will include remaining chapters and corresponding appendices in the document management tool, develop outreach and training materials,
