Administration of Highway and Transportation Agencies. Understanding Knowledge Management in Context with Other Organizational Practices

Knowledge Management, a relatively new practice in many state transportation agencies, applies a variety of techniques for identifying, preserving, and enhancing the knowledge of an organization's employees and effectively employing that knowledge as a productive asset. The goal of knowledge management is to enhance organizational effectiveness and efficiency by facilitating mobilization and effective employment of this knowledge, using people and their connections, data and information, and technology and process. The practice of knowledge management intersects and draws on an organization's information technology, data management, human resource management, workforce development, and organizational structure. Work by NCHRP and others has begun to explore how transportation agencies can effectively develop and apply knowledge management in pursuit of their fundamental missions. The objective of this project is to document and assess the relationships of knowledge management in state transportation agencies to other management programs commonly pursued in such agencies; for example information technology and data management, human resource management, workforce development, creating and maintaining cultures of learning and innovation, and strategic organizational development. The research product anticipated will inform agency managers and facilitate agency activities to develop and apply successful knowledge management programs. This research will be conducted as NCHRP Project 23-18.
