Compare NCDOT-MSTA’s School Traffic Trip Generation Calculator Estimates to Existing Conditions
This research proposal evaluates the accuracy of the NCDOT School Traffic Calculator (STC), with specific focus on estimates generated for vehicular rates and queue length. In the proposed research design, school travel data will be collected by the proposal team at a total of 70 schools across North Carolina, varying by school type and geography. Emphasis will be placed on new data from urban charter and private/non-urban charter schools. This new data will be paired with existing NCDOT public school traffic data, and a comparison will be made of School Traffic Calculator estimates with observed conditions. A regression model will be developed using this school travel data set that calibrates the STC for each classification of school type (i.e. urban charter, private/non-urban charter, and public). Project deliverables include four technology transfer elements: update of the NCDOT School Traffic Calculator as needed in coordination with NCDOT staff; re-designed STC user interface; STC user manual with step-by-step instructions; and presentations at NC transportation engineering, school planning and transportation conferences to ensure practitioner understanding of updates and enhancements to NCDOT MSTA resources. The Institute for Transportation Research and Education’s (ITRE) School Planning and Transportation Group is uniquely qualified to undertake this study effort on behalf of NCDOT. Mathew Palmer, the project Principal Investigator, is a Research Scholar in school transportation, land use and multimodal travel safety working at the local, state and national levels on issues pertaining to school travel safety. Shannon Warchol is traffic data collection lead at ITRE, and has extensive experience in NC traffic operation data. Daniel Findley is a Senior Research Associate at ITRE with over ten years of traffic engineering and trip generation research experience. Sarah O’Brien is a national expert in multimodal school travel safety and a Senior Research Associate at UNC HSRC.
