Mileage Fee

The goal of this project is to create a searchable spreadsheet of publications on the subject of mileage fees. Mileage fees, which are also know by terms such as road charges, road-user charges, and vehicle-mile-traveled fees, collect from vehicle owners a fee for each mile traveled. Mileage fees have been the subject of research and discussion for a very long time, with the idea that the fees could replace fuel taxes once a large proportion of vehicles run on energy sources other than gasoline or diesel fuel. In the last five years, interest in mileage fees has grown greatly among US states and the federal government as the electric vehicle industry takes off. To date, there is no convenient place for researchers and professionals to learn what has been published about mileage fees. This project will help to fill that gap. The final product with be an online database, in spreadsheet form, of discoverable publications on the topic. For each publication, the spreadsheet will include the citation and a few key facts, including the study geography (i.e., a specific state) and type of publication (e.g., journal article or government report). The spreadsheet will be hosted on the MTI website and publicly available for download. The key tasks for this project are: (1) Do an initial scan for relevant literature. The research team will search databases such as TRID, ScienceDirect, and Google Scholar. The search will use multiple different terms for the mileage fee concept. The scan will focus on the US but include English-language publications from other countries. (2) Create a system to code each article (i.e., by geography and publication type). (3) Prepare a spreadsheet of the coded citations. (4) Identify a low-cost system that can be used over time to periodically update the database.
