The objective of this synthesis is as follows: 1. Conduct a comprehensive literature review and survey on national high friction surface treatment (HFST) practices. 2. Enhance Florida’s HFST program and practice. 3. Develop a draft update to Florida’s current HFST guidelines and specifications.
