Conducting an Inventory to Quantify Carbon Sequestration Potential for Fuels Reduction in Caltrans Right of Ways

Caltrans right of ways (ROW) extend throughout ~350,000 acres in California, mostly within transportation corridors. They offer potential to offset Caltrans carbon emissions: they are carefully managed, so there is a chance to control natural disasters in ROWs, which makes some areas attractive for tree plantations to offset agency carbon emissions. Such highway gardens could provide significant carbon sequestration while also beautifying public roadways. Several actions are needed to quantify potential benefits. For treed ROWs, an inventory of the size, frequency and species of trees is needed to determine current standing carbon and potential annual sequestration, which can be calculated from existing transfer functions. To determine the overall benefits that could accrue to Caltrans, the research team proposes an inventory of the roads to map the linear unplanted miles, identify suitable areas, and identify the species mix needed for plantings. This is a two-phase proposal: First, to develop the methods for accurately mapping open and already occupied ROWs; and the team will develop carbon sequestration rates based on measurements of planted trees in multiple zones and transfer functions; Second to map the California Interstate system, identify suitable zones for planting and demonstrate the carbon sequestration potential in these zones.
