Update and Expansion of Transportation Models Including Social Cost and LCFS Analysis

ITS-Davis researchers created the Truck Choice Model (TCM) and the Transportation Transitions Model (TTM) to analyze the cost and emissions reductions for market penetration of advanced technology vehicles and fuels in the light-duty and trucking sectors. The present models lack some potentially important vehicle types (e.g. long-haulBEV) and do not estimate the value of externalities (i.e. social cost). Perhaps most important is the lack of LCFS analysis to better understand consumer and fleet fuel costs. The California Air Resources Board recently has analyzed a potential ZEV mandate for trucks and views LCFS credits as critical in demonstrating cost competitive ZEVs. This project will update and expand the models by adding new vehicle and fuel types, including social cost analysis, and incorporating fuel cost subsidies from the LCFS credit market. The research team will include truck plug-in hybrids, long-haul battery electric trucks, and additional battery electric truck ranges. The team will add social cost analysis to monetize vehicle emissions. The team will include an LCFS credit model to estimate the subsidies for fuels and ensure that the TTM and TCM are easily interoperable with regulatory models such as EMFAC and MOVES, by matching input and output data categories and analytical parameters where possible.
