Nationwide Residential Real Estate Market Data Analysis of Negative Equity
The objectives of this Task Order are to investigate and document nationwide residential real estate market values since the 2008 real estate market crash, on a per market basis within each State, and identify and document where and to what extent residential real estate market values have not recovered or exceeded market values prior to the 2008 crash. This information will be used by the FHWA to determine and document whether a continuance of the Temporary Waiver of Methodology for Calculating a Replacement Housing Payment for Negative Equity (Waiver) is necessary. FHWA is now seeking comparative and finite data from private sources of each State’s residential real estate markets to facilitate its consideration of the continuing need for the negative equity waiver. This nationwide examination of residential real estate market’s sale price data will consist of gathering, documenting, compiling and comparatively analyzing the data in each market of each State from multiple private sources into a comprehensive report. Data will be gathered for each State’s residential real estate market from 2006 through the latest data available at the time the contract for this Task Order is initiated.
