SPR-4355: Synthesis Study: Facilities (Enterprise Development, Sponsorship/Privatization)

The research team proposes Rest Area 2.0, a proposal that uses a platform model to enable industry participation, and create an in depth knowledge of best practices. The team will provide a complete analysis regarding opportunities and constraints to the development of such a solution.
