Pedestrian Crosswalk Policy Development Guidelines

The Local Road Research Board (LRRB) and RIC have identified the need for the development of a Pedestrian Crosswalk Policy to assist local agency engineers in standardizing their approaches to pedestrian crossings. A significant amount of research has been conducted over the years, and a wide variety of tools are available for local agencies to use, relative to providing crosswalks for pedestrians. It is believed that standardizing the approach and methods agencies take to addressing crosswalks will improve safety overall, based on prior studies. Across Minnesota, the priority placed on pedestrian mobility and safety varies widely. For example, Ramsey County's transportation policy has pedestrian mobility and safety as the number one priority, followed by bikes, transit, motor vehicle traffic, and freight, listed in order of priority. While other agencies across the state do not have the same transportation priorities, they unequivocally care deeply about the safety of their community members. The model Pedestrian Crosswalk Policy or Guideline document developed through this project will need to be practical, customizable, and easily implemented by diverse local agencies across the entire state.
