Determination of Equivalent Single Axle Load (ESAL) Factor for Georgia Pavement Design

The primary objectives of this study are: (1) to develop a method to calculate the truck equivalent single axle load (ESAL) factor using data from 14 permanent weigh-in-motion (WIM) sites. If data is available only for few permanent WIM sites, then data from portable WIM site near the specific permanent WIM site will be utilized to calculate ESAL factors; (2) to apply the method in the development of new truck ESAL factors for flexible and rigid pavements; (3) to adjust the existing Mechanistic Empirical Pavement Design Guide (MEPDG) traffic default inputs if needed; and (4) to develop a Standard Operating Procedure (SOP) that allows for Georgia Department of Transportation (GDOT) to maintain and update the ESAL factors as necessary beyond the project completion. The SOP would include references to evaluate/update the ESAL factors and timing of future update.
