TRC1805 - Access Management Implementation

The overall objective of this research is to recommend revised and/or new access management policies and guidelines that ARDOT can implement. A statewide program of access management will benefit not only roadway users but also the broader public in a number of ways, such as reduction in crashes, improvement in traffic flow and preserving the functional viability of arterial roadways, damping the cycle of agencies spending money to replace arterials congested by frequent turning movements. The research team will examine and document the present access management practices at the state and local level in Arkansas. This will be done by first reviewing current agency organization and policies, as well as procedures and practices in ARDOT's Planning, Design, and Operations branches related to access management. The next phase of this project will examine and document the status of corridor plans that have been implemented in Arkansas. This will include investigating enforcement, exceptions, and the effects of individual elements and in their entirety. Current Arkansas practices at the state and local level with both the nationwide state-of-the-practice, and with experiences of other states with similar environments, including at least two abutting states will be compared. Finally, ARDOT's existing practices will be reviewed and new policies or guidelines that can be implemented will be recommended.
