Evaluation of Roadside Treatments to Mitigate Roadway Departure Crashes

The recently completed Texas Strategic Highway Safety Plan (SHSP) identifies roadway departure crashes as one of the seven emphasis areas for the next 5 years. Texas roads experienced 61,973 roadway departure crashes in 2016 alone. The vast majority of these crashes occurred on two-lane two-way highways (92 percent). To reduce the severity of roadway departure crashes, TxDOT has called for districts to submit the projects for improving guardrails and barriers, and safety treating roadside fixed objects. Currently, selection of sites for these countermeasures is based on crash history—which is a reactive approach. Crash history alone does not always provide sufficient information to determine what countermeasures to implement, particularly on low volume local and rural roadways where fewer crashes tend to occur. This research will focus on rural two-way two-lane (TWTL) highways and will examine roadside features in order to recommend appropriate countermeasures for systemic implementations in Texas. The outcomes of this research should provide an improved data-driven understanding of how to better select locations for roadway departure countermeasures, particularly for a systemic selection of candidate locations for countermeasures. Studying and updating current TxDOT work codes for barriers, guardrails, and safety-treating fixed objects has the potential to maximize the benefits achieved from these countermeasures and the use of the systemic approach for selecting sites for countermeasures will help to save lives on Texas roads.
