Update Rainfall Coefficients with 2018 NOAA Atlas Rainfall Data

Design storms for hydraulic structure design in Texas are currently built using either the Texas Hyetograph or SCS hyetograph, parameterized either by the Texas DDF Atlas or EBDLKUP-2015-V2.XLS. EBDLKUP-2015-V2.XLS was created as an interim tool to generate design intensity for use in the rational method as well as to parameterize the Texas Hyetograph where appropriate, until NOAA Atlas 14 - Texas is released. An important unifying theme of EBDLKUP-2015-V2.XLS was to continue the nearly four-decade long history of building a tool that produces estimates for arbitrary durations between 10-minutes and 24-hours. The time window is specifically selected to support the intended use of the tool; i.e., relatively short duration storms on small drainage areas. Given the over 4-decade history of the EBD approach--along with its incorporation into GEOPAK Drainage, the upcoming release of NOAA Atlas 14--Texas is an opportunity to incorporate the federal product into the well-used practices for Texas design engineers. In addition to extending a well proven methodology, the federal product would allow the incorporation of partial duration series into EBD values used in both the EBDLKUP-2015-V2.XLS and future GEOPACK or other drainage design tools. Upon publication of NOAA Atlas 14 - Texas, the final products of this project will be to revise the EBDLKUP-2015-V2.XLS using the federal data product (then renamed as EBDLKUP-2018.XLS) and to prepare training materials illustrating the use of the new state product, as well as materials for how to use the federal product directly. Researchers will also prepare replacement language in the Hydraulic Design Manual.
