Integrating Zero Emission Vehicles into the Caltrans Fleet
On March 23, 2012, Governor Brown issued Executive Order (EO) B-16-12 ordering "that California’s state vehicle fleet increase the number of its zero-emission vehicles (ZEV) through the normal course of fleet replacement so that at least 10 percent of fleet purchases of light-duty vehicles be zero-emission by 2015 and at least 25 percent of fleet purchases of light-duty vehicles be zero-emission by 2020. This directive shall not apply to vehicles that have special performance requirements necessary for the protection of the public safety and welfare." The Governor has issued its 2013 ZEV Action Plan GO ZEV Action Plan. The main goal of this investigation is to determine how to maximize Caltrans’ use of ZEV’s which includes both the procurement criteria of ZEV’s and determining placement of new fueling stations to obtain the maximum benefit. The researchers propose to maximize the usage of ZEV’s that will be coming into the Caltrans fleet, both for environmental reasons as well as to take advantage of fuel credits that accompany Zero Emission Vehicles.
