Exploration of Corridor-Based Tolling Strategies for Virginia’s Express Toll Lanes

Virginia has invested significant funds in the development of express toll lanes (ETLs) in Northern Virginia (NOVA). These facilities use dynamic, congestion (volume/density)-based pricing strategies. Moreover, all ETLs are components of an inter-connected, multi-modal regional transportation network. This research aims to develop a tool that leverages the simulation outputs from a previously developed TransModeler simulation model to investigate corridor-based tolling strategies for ETLs in Northern Virginia. The simulation model will be augmented by including the agent-based travel demand model with mode choice and departure time choice modules that help capture travelers’ behavioral reactions to different toll strategies.The variables to be tested include changing toll update frequency, maximum toll caps, occupancy restrictions, and tiered tolling for occupancy levels. The results will be presented in a scenario-based map analyzer.
