Synthesis of Information Related to Airport Practices. Topic S01-22. Last Mile in General Aviation - Challenges with Courtesy Cars and other forms of Ground Transportation

General aviation airports are an element of a community economic ecosystem. Maintaining easy connectivity between local business and the airport is an important focus of an airport operator and fixed base operator tenants. Travelers arrive and depart from general aviation airports intending visits to diverse off-airport locations. Ground transport between the airport and those locations may be less available at small community-owned airports without regular scheduled service. Last mile transportation could be supplied by any of a range of transportation services found regularly at large airports. Courtesy vehicles in form of shuttles, taxis, rental cars, on-demand public transit, app ride sharing, and partnerships with non-traditional vehicle operators are transportation providers that general aviation airport operators engage to deliver last mile services to pilots and their passengers. Airport connectivity to local business is key to economic opportunity. General aviation airport operators may need to advocate or provide last mile connectivity. The objective of this research is to compile available practice and tools for a sustainable last mile strategy to connect users of general aviation airports to local businesses and other enterprises. The audience for this research are general aviation airport operators and their fixed baser operator tenants. Research would compile practice in courtesy vehicle procurement, insurance, maintenance, and usage. A concise report and supporting appendices would provide, but is no limited to: (1) Background on the importance of last mile connectivity; (2) Compilation of existing literature; (3) Survey of general aviation and small commercial service airports regarding existing last mile transportation solutions: How vehicles are procured and operated, Types of vehicles, Coordination strategies with potential providers such as rental car, local vehicle dealerships, taxis, on-demand transit, app ride transportation providers, and Protocols to manage arrangements, including insurance considerations, facilities/staging, operations-staging/lighting/access control, security, communication, marketing and public information; (4) Case examples from interview of airport operators, FBOs, pilots, and/or transportation providers to provide nuances, preferences and lessons learned; and (5) Appendices that include policies, checklists, partnering agreements, contracts, insurance, facility layouts, signage, web information, or other tools that airport managers could use to implement and manage last mile connectivity.
