California Climate Change Target Setting White Paper

California has a range of existing and proposed targets toward a low carbon future. These would benefit from a modeling and analytical review, focused on their feasibility and cost. The Climate Change Policy Modeling (CCPM) forums are designed to do this – one day workshops with modelers evaluating targets and defining pathways to low carbon futures, and policy makers and stakeholders commenting on this work and the implications for making the policies required to achieve the needed outcomes. CCPM-3 was held May 14th, 2018 at UC Davis. This workshop provided critical discussion but currently there is no funding to compile the findings into a white paper and collect key findings from related activities. This proposal would fund such an effort to collect the findings of the CCPM and integrate other literature where possible. It will include a review of the CO2-relevant targets (related to overall energy-sector as well as electricity sector and transportation sector, with considerable emphasis on transportation), a review of studies and modeling efforts to assess meeting such targets, including feasibility and cost, and, the technology and policy implications of meeting the targets and identification of specific policies to do so (includes work in transportation, energy sector, buildings and industry, and, depending on data availability, land use and carbon sequestration). The white paper will also include findings presented by other organizations at UC Davis affiliate events at the Governor’s Climate Summit in September 2018.
