SPR-4323: Extraction of Vehicle "CAN bus" Data for Enhanced Winter Roadway Condition Monitoring

One of the most significant challenges in winter roadway maintenance is identifying emerging/deteriorating conditions early, before significant crashes occur. Most modern vehicles now have anti-lock brake and traction control systems. That data can be read from the Controller Area Network (CAN) on the vehicle along with other attributes such as temperature, speed, GPS location, yaw angle, etc. and transmitted to the cloud. This provides a rich new data source that can be used to provide agile prioritization of resources early in a storm to geographic regions with deteriorating conditions.
