Guidebook for Deploying Zero Emissions Transit Buses

The objective of this research is to produce a guidebook for use by transit agencies planning to deploy zero emissions transit vehicle fleets (including battery electric buses and fuel cell electric buses). The target audience will be transit systems of all sizes. The guidebook should assist policymakers, including transit board members and elected officials, and transit agency managers to improve their decision-making and business practices for zero emissions buses regarding the following: (1) Planning considerations. These include lifecycle cost analyses, technical specifications, procurement and deployment, power requirements and route modeling and selection, charging and/or refueling infrastructure and layover location characteristics, electricity rate structure, planning and support tools, and scalability. (2) Service, maintenance, and operations considerations. These include employee training, operations availability and reliability, technology for managing charging and dispatching, equipment longevity and risk mitigation, and resiliency and emergencies. (3) Costs and benefits. These include capital and operational costs; external funding opportunities; and environmental, social, and health benefits. (4) Stakeholder involvement and satisfaction. Stakeholders include utility companies, operators and unions, regulatory agencies, communities, and the general public.
