Construction Safety and Phasing Plans

Currently, each airport is responsible for creating a construction safety and phasing plan (CSPP) based on the most recent edition of Federal Aviation Administration AC 150/5370-2G "Operational Safety on Airports During Construction". However, there seems to be a lack of collaboration in creating a CSPP among key stakeholders. A best practices guide will assist key stakeholders to find ways to better collaborate on these CSPPs through all aspects of the project. OBJECTIVE The objective of this research is to develop a best practices guide and checklist to assist airports in creating, implementing, and managing a CSPP. The research should include a survey of airports, contractors, FAA regional staff and airport safety certification inspectors, parties responsible for writing the CSPP, and key stakeholders from across the country to gain insight into their best practices for creating, implementing, and managing a CSPP. The research shall obtain information and data from all FAA regions and from airports of all sizes across the United States that receive federal funding. The best practices shall address how to best meet the requirements of AC 150/5370-2G (or its most recent edition). The best practices shall address, at a minimum: (1) Identification of key stakeholders in the creation, implementation, and management of CSPPs; (2) Collaboration among internal stakeholders, e.g., in the review of CSPPs in development, to include, but not limited to, engineering, operations, safety, maintenance, aircraft rescue and firefighting (ARFF), public safety, environmental, and tenants; (3) Collaboration among internal stakeholders and external parties, e.g., FAA, consultants, contractors, etc.; (4) Appropriate level of effort for stakeholder participation in all phases of the CSPP; (5) Stakeholder involvement in development of the phasing needed as part of the CSPP; (6) Evaluation of whether CSPPs are written by airports, airport consultants, or others, and how it impacts stakeholder collaboration and the overall quality of the CSPPs process; (7) Impact of external and internal influences, such as major events, political considerations, weather, etc.; (8) Relationships between CSPP and Safety Management System (SMS), Airport Certification Manual (ACM), Airport Emergency Plan (AEP), Irregular Operations (IROPs), Airport Security Plan (ASP), or other requirements; (9) Components of the CSPP such as specific details in bid documents, e.g., light removal, paint marking removal, etc.; (10) Lessons learned from previous CSPP development and implementation; (11) Understanding the revision process of an approved CSPP; (12) Creation of a uniform electronic CSPP template throughout industry and FAA regions to aid in a streamlined review process; (13) Relationship of CSPP development to different project delivery methods, e.g., design-bid-build, design-build, P3, etc.; (14) Checklists in use to assist key stakeholders in creating, implementing, and managing a CSPP; (15) Contractor training for development of the Safety Plan Compliance Document; and (16) Contractor training for implementation of the CSPP. The guide shall further consider the relationship of key stakeholders and address ways to collaborate more effectively on CSPPs. The guide shall aid key stakeholders in working together effectively to create CSPPs that produce successful projects.
