Construction Safety and Phasing Plans

Currently, each airport is responsible for creating a construction safety and phasing plan (CSPP) based on the most recent edition of Federal Aviation Administration AC 150/5370-2G "Operational Safety on Airports During Construction". However, there seems to be a lack of collaboration in creating a CSPP among key stakeholders. A best practices guide will assist key stakeholders to find ways to better collaborate on these CSPPs through all aspects of the project. The objective of this research is to develop a best practices guide and checklist to assist airports in creating, implementing, and managing a CSPP. The research should include a survey of airports, contractors, FAA regional staff and airport safety certification inspectors, parties responsible for writing the CSPP, and key stakeholders from across the country to gain insight into their best practices for creating, implementing, and managing a CSPP. The research shall obtain information and data from all FAA regions and from airports of all sizes across the United States that receive federal funding. The best practices shall address how to best meet the requirements of AC 150/5370-2G (or its most recent edition).
