Development of Critical Path for Design Projects

Currently, the KY Transportation Cabinet negotiates estimated hours and project milestone dates to deliver a highway project to letting after the design consultant has been selected. Although critical milestones are estimated, no detailed schedule is developed to improve management of the very limited resources needed to deliver the project. Project Managers should require the selected consultant to develop a critical path method (CPM) schedule during, or immediately following, the negotiation process. Delivering a highway design project requires coordinating several aspects of Project Development. The Project Manager is responsible for ensuring the various District Office Branches, Central Office Divisions, FHWA, and outside regulatory agencies engage in the project in a timely and responsive manner. This is an incredibly daunting task. The purpose of this project is to develop a CPM schedule similar to what is used on construction projects. This will give Project Managers access to an exceptionally helpful tool to assist them in managing the numerous resources and agencies required to deliver a highway project to letting. The objectives of this research are to: 1) Develop a methodology to produce and use a CPM for design contracts/projects; 2) Create high‐level CPM templates for typical design projects and common project phases; 3) Develop a training for Project Managers on preparing and reviewing design CPMs; and 4) Provide guidance and/or training to consultants focused on the expectations and intended use of CPMs.
