Initial Project Estimates for Design, Right of Way, Utilities, and Construction

Initial project estimates are currently developed in a variety of ways, which often result in inconsistent and inaccurate budgeting estimates. All Highway Design Projects are required to include at least one alternate that is within the scope, schedule, and budget of the approved highway plan. This places an even greater emphasis on the accuracy of the initial project estimate. There is a need to develop uniformity among the various methods used to develop initial estimates and enhance the current estimating tools for all parties involved. The objectives of this research are to: 1) Determine all the various methods and formats currently being utilized to produce initial project estimates; 2) Determine and develop desired format to include uniform estimates for Design, Right‐of‐Way, Utilities, and Construction (DRUC) phases; and 3) Begin development of a searchable database to assist users in preparing initial project estimates and incorporate them into the existing project development process.
