Evaluation of Maintenance procedures for Hard Shoulder Running

The Ohio Department of Transportation (ODOT) is implementing part-time shoulder use as part of transportation system management (TSM&O) strategy that uses shoulders to provide additional capacity when it is most needed. Research is needed to aid in the successful maintenance operations of hard shoulder running. In particular maintenance of the shoulder. Typically hard shoulder running is implemented on some of the highest volume and most congested freeways in a region. For ODOT this means 670 east bound between I-71 and I-270 in Franklin County. Franklin County forces will be responsible for understanding and developing procedures for maintaining this area. It is recommended a shoulder should be inspected in entirety before each opening by driving the length of the shoulder in case of debris or disabled vehicles that may need to be cleared. This research will identify nationwide best practices for clearing debris in the most efficient manner. The overall goal of the project is to provide safe, efficient, and cost effective opportunities to keep the shoulder clear of debris. Objectives of this project include: (1) Develop efficiency for "driving" the shoulder; (2) Develop a draft standard operating procedure; (3) Recommend equipment to increase efficiency; and (4) Recommend ways to utilize emergency response, law enforcement, and EMS in this process.
