Best Practices for Highway Construction Contracting Methods

Lane closures are used to facilitate activities related to construction, maintenance/operations, utilities, crash incidents and weather incidents. While it is sometimes necessary to prohibit lane closures during the day to alleviate traffic congestion, there are consequences of this decision related to project delivery timelines, construction costs, and safety within the work zone. The Governor’s office has identified maximizing the effectiveness of lane closures as a priority for Nebraska Department of Transportation (NDOT). This research will assess the current state of the practice for maximizing the effectiveness of lane closures for NDOT construction and maintenance activities, and will work to synthesize national and regional best practices for lane closure management into the contracting process.
