The development of a user manual will address basic permit requirements, specific criteria for Right-of-Way, Broadband, Driveway and Outdoor Advertising Control permits. The manual will identify the key activities and provide a general strategies to handle issues as they arise by providing the reader with limits and a choice of alternatives to guide the decision making process.
