Accessibility as a Decision-making Tool for Utah Planning

Accessibility tools offer the ability to assess plans, programs and projects across modes and at relevant spatial scales, and they can be similarly applied to both transportation and land use questions. But to be applied to practice outside of academic or ad hoc studies, these tools need to be adapted to the needs of practitioners, and standard nomenclature and decision rules should be developed. Until practitioners have a vetted and practical way to use accessibility, the concept will remain underused. The project team is completing a project with Virginia DOT to use accessibility in a statewide project-selection process. While this is just one use of accessibility, the foundational work involved, to relate accessibility to project-level decisionmaking, has been accomplished. The proposed project will acquaint UDOT and its stakeholders with that work and build on it, applying it to decisions in Utah and developing a guide for practitioners. The primary objective of this research project is to operationalize accessibility measures at the project level, for use by UDOT in planning, selecting, designing and/or operating projects. Secondary objectives of this research project are to explore other uses for accessibility measures, for UDOT and its partners, and to use the UDOT experience to help set standards and practices for accessibility.
