I-94 Connected Vehicles Testbed Operations and Maintenance

The Roadway Safety Institute (RSI) funded the creation of the I-94 Connected Vehicles Testbed as an addition to the existing I-94 Field Laboratory of the Minnesota Traffic Observatory. The Testbed upgrade introduced in the existing surveillance and data collection infrastructure the ability of collecting detailed vehicle trajectories from seven 24GHz radar covering the I-94 WB high crash frequency area in Downtown Minneapolis, MN. The Radar infrastructure has been complimented by a backoffice system that collects the vehicle trajectories in real-time, stores them and makes it available to any external applications through a provided Application User Interface. Developing the CV Testbed to provide such information from a busy and difficult to access freeway was challenging and required many customized hardware and software solutions. For example, due to the lack of power in two of the locations where Radar was needed in order to provide seamless trajectories, MTO engineers designed and assembled a solar powered solution mounted on temporary wooden poles. Both the continuous operation of the I-94 Field Lab and now the CV Testbed involves many layers of technology that require constant monitoring and frequent maintenance. While most of such expenses have been covered by RSI and MnDOT projects, there are costs that are ongoing and periods where there are no projects utilizing the Testbed infrastructure. The funding requested in this proposal will allow the uninterrupted operation of the Testbed as well as allow for changes and upgrades in view of the large reconstruction project MnDOT will start on April 2018 which for sure will require the relocation of three of the seven radar stations.
