Evaluating equity issues for managed lanes: methods for analysis and empirical results

Road pricing has been advocated as an efficient travel demand management strategy to alleviate congestion. Recently, toll pricing has received great interest among policy makers and public agencies due to its potential to improve network efficiency and to generate revenues to pay for transportation improvements. However, the introduction of road pricing in the form of managed lanes has raised equity concerns, especially for low-income people who usually spend a large portion of their income for transportation. This research aims at evaluating different welfare measures in the context of managed lanes and at comparing the results to those obtained with methods that ignore the existence of income effects. The analysis will be carried out on both simulated and real data using behavioral models that incorporate heterogeneity and income effects. The project is expected to produce methods and results that will help to better design congestion-pricing projects and that will hopefully improve equity.
