Research for the AASHTO Standing Committee on Planning. Task 03. Management of Institutional Changes in State Transportation Planning Processes and Programs

To the extent possible and within various frameworks of state statutes, policies, and processes the research team: identified structures, approaches, practices, and other mechanisms that are likely to ensure the long-term effectiveness and viability of the planning process in providing the foundation for transportation investments. Also, the team developed an initial framework for discussing such institutional changes. The contractor's final report was submitted to AASHTO.
