The Evolving Role of Metropolitan Planning Organizations on Intra and Inter-Regional Transportation, Land Use and Access Policies and Outcomes–Literature Review and Survey of MPO’s

This proposal will focus on the role of Metropolitan Planning Organizations (MPOs) to extend the scale and scope of their regional planning efforts to more directly address land use planning and better, more equitable access to transportation, work, services and consumption activities. Changing the pattern of land use across metropolitan regions was identified by Henry Richmond as a fundamental litmus test for meaningful regional planning (Richmond, 2000). Land use policies are seminal because they strongly shape regional growth patterns, transportation choices and performance, and various dimension of inequality (class, race, fiscal capacity, housing, environmental etc.). At the same time, efforts to influence and reform land use policies across metro-jurisdictions have historically met intense resistance and have had limited success (Gainsborough, 2001)
