A Streamlined and Automated Procedure for Identifying No-Passing Zones Using Existing Resources Available to the Nevada Department of Transportation (NDOT 638-16-803)

The Nevada Department of Transportation (NDOT) uses the two-vehicle method to locate no-passing zones. To determine a no-passing zone using this method, two vehicles travel in the same direction; if the lead vehicle is no longer visible to the rear vehicle at a required distance, then a no-passing zone is needed. Since NDOT relies on a three-person crew when it conducts the two-vehicle method, the procedure, though accurate, is time-consuming and labor-intensive. NDOT has implemented a technology-based solution that streamlines field-procedures associated with the two-vehicle method; however, equipment required for the current NDOT practice is no longer available. As a result, NDOT is in need of a new system that can automate the process of locating no-passing zones. In order to meet NDOT's needs, the purpose of this research is to create software that identifies potential no-passing zones throughout the state. The software will use data owned by NDOT, or data collected using NDOT’s Photolog/LiDAR van.
