Effects of Transportation Network Companies on Airport Revenues and Operations

Transportation Network Companies (TNCs) have become increasingly popular with persons traveling to and from airports. The first TNCs to operate at any airport was in 2014. Now they are operating at more than 90 United States (U.S.) airports. At most of these airports they were not permitted to operate until after the middle of 2015. Thus, most airports have less than 18 months of experience with TNC operations. Notwithstanding, Airport Cooperative Research Program (ACRP) Synthesis 84, Transportation Network Companies Challenges and Opportunities for Airports determined that the use of parking and rental cars declined (on a per passenger basis) at airports after TNCs were permitted to operate. Research also found that TNCs are causing declines in the use of taxicabs and shared-ride vans at most airports (again, on a per passenger basis). While airports receive significant revenue from TNCs, with several airports receiving more than $1 million per year, these revenues are less than the foregone parking revenues at most airports. Moreover the decline in revenues will likely increase as more passengers use TNCs. The objectives of this research are to: (1) convene a forum with airport industry leaders to identify issues and provide research input; (2) update survey data from ACRP Synthesis 84 and confirm its findings; and (3) develop a primer to inform airport industry leaders of the issues surrounding TNCs at airports.
