Drugged Driving Data Sources

This project will develop a white paper that will build upon the National Highway Traffic Safety Administration's (NHTSA's) Research Note on the limitations of the agency's Fatality Analysis Reporting System ("Understanding the limitations of drug test information, reporting, and testing practices in fatal crashes," DOT HS 812 072, 2014). The paper will discuss the strengths and limitations of databases that provide information on drugged driving and will include data that comes from other potential databases such as NHTSA’s Drug Recognition Expert Database, the Monitoring the Future Survey, the National Survey on Drug Use in Households, and the Drug Abuse Warning Network. The target audience is criminal justice personnel, researchers, and policy makers at all (federal, State and local) levels who need to understand the scope of and know how to allocate resources to the drugged driving issue. This information will be used to define the extent and nature of drugged driving. The resulting data will provide policy-makers with better information to develop, implement, and evaluate countermeasures to prevent drugged driving crashes, injuries and fatalities. To accomplish this goal, the project will identify and summarize the sources of data on drug use and drugged driving, noting their strengths and weaknesses, and will gather information across databases to determine if it is possible to develop profiles of the drugged driving issue.
