Peak Spreading Tool Implementation
North Carolina Department of Transportation's (NCDOT's) Transportation Planning Branch (TPB) seeks to utilize a tool to estimate the impact of peak spreading based on capacity constraints that is found in the latest national guidance for traffic forecasting from National Cooperative Highway Research Program (NCHRP 765). TPB is currently working on a research project (NCDOT 2017-24) that will synthesize information about how development density and peak travel are related and examine how traffic has changed as development increases throughout the state and throughout the southeastern region of the United States. The proposed project will take the results of the current study and apply them to TPB's alpha version peak spreading tool to develop a final tool and implementation strategy that will help traffic forecasters understand how traffic spreads and enable them to provide more realistic traffic forecasts.
