The Use of Right Turn Flashing Yellow Arrows and Leading Pedestrian Intervals

In recent years, drivers have become accustomed to left turn flashing yellow arrows (FYA) as an indication to yield to opposing traffic movements. Given that success, efforts have now been made to implement right turn FYA as an indication to drivers to yield to conflicting pedestrian movements. The right turn (RT) FYA have been used in conjunction with leading pedestrian intervals (LPI) which allow pedestrians the ability to enter the intersection ahead of yielding vehicles, thereby becoming more visible to drivers. Questions have arisen about the effectiveness of these two strategies as well as the conditions under which they should be implemented. This research sets out to develop guidelines for when to use RT FYA, when and how LPIs should be used in conjunction, and the expected impact on yielding and pedestrian safety. These guidelines will be developed from field generated data. The research team will pair with local agencies to conduct a before-and-after study of various combinations of volumes, FYAs, and LPIs. The results of the study will be detailed in the final report and guidance for implementation of FYA and LPIs will be developed. Additionally, the research team will develop a one page PDF quick-reference guide summarizing the guidance for use by North Carolina Department of Transportation (NCDOT), municipal, and private firm staff when developing or approving signal timing plans. The objectives of this research include the following: (1) Determine the conditions under which LPIs and RT FYA provide benefit to the pedestrians; (2) Determine how RT FYAs, LPIs, and RT FYAs and LPIs used in conjunction impact driver yielding rates; and (3) Determining the impact of LPIs on vehicular delay.
